Where:
20 minutes south of the border via the Rosarito-Ensenada toll road, recently renamed the Rosarito-Tijuana Scenic Road. (No matter what they call it, there's still a toll of about $2.50).

Best time to visit:
Year-round. The weather is similar to San Diego's coastal areas, with constant ocean breezes.

Cost:
Inexpensive by California standards and cheaper, overall, for hotels and meals than Tijuana.

Culture shock
None. Credit cards are accepted at most major restaurants and shops. English is spoken almost everywhere in the main tourist areas. Dollars are accepted everywhere.
